In its introduction and overview, the surgeon general’s report reminds us that substance misuse remains a national health crisis that continues to rob the nation of its most valuable asset — its people.
Unfortunately, substance use, misuse and substance-use disorders among Americans ages 12 years and older represent a staggering 265 million people.
Substances, as defined by the report, are psychoactive compounds with the potential to cause health and social problems: alcohol, illicit drugs and over-the-counter drugs such as inhalants and cough medicines.
The report also emphasizes that, in 2015, 7.1 percent of the population (18.9 million people) misused prescription psychotherapeutic drugs.

The mayor said the issues facing the community are sometimes overwhelming and are going to need a comprehensive approach to tackle them.
Strong partnerships, Kabat says, are going to be what it takes to tackle such massive issues.
In a State of the City address, Mayor Tim Kabat told the common council that substance abuse (including meth and heroin) and issues related to mental health are the greatest challenges for the city.
Meth arrests have nearly tripled in the past 5 years, not only in La Crosse County but also across the state.
